You unlock the vehicle kit during the third main story mission, Down and Outbound. After completing Recruitment Drive with Claptrap, you will meet the Outbounders and help them fight back against the Order. Inside the Outbounder base, Conway has you scan a Digirunner in his garage.
This scan unlocks the kit and gives you permanent access to summon vehicles.
Once the kit is active, you can Digi-struct a vehicle almost anywhere. On PC, press X. On console, press Left on the D-Pad. A Digirunner will spawn instantly without needing a station.
