When Can You Join the Blades?
You can’t just walk up to Cloud Ruler Temple and ask for a membership card. To join the Blades, you’ll need to progress through the Main Story until you escort Martin Septim to Cloud Ruler Temple.
Here’s the step-by-step:
Follow the Main Quest until you rescue Martin from Kvatch.
Escort Martin and Jauffre from Chorrol to Cloud Ruler Temple.
After the arrival cutscene, speak to Jauffre. You’ll usually find him right outside the temple or inside if he’s feeling shy.
During your conversation, he’ll offer you a place among the Blades. Accept it, and congratulations—you’re in.
