Does Sailing Have PvP Right Now
No, Sailing does not currently include any player-versus-player combat. You can’t sink, raid, or attack other players’ ships. All naval battles right now are strictly PvM-based, focused on sea creatures, Barracuda Trials, and exploration tasks.
Jagex confirmed before launch that ship PvP wasn’t part of the release plan. The skill is massive on its own, and the team wanted to get the base systems like ship combat, upgrades, and sea navigation stable before adding player combat.

Specific PvP ocean zones where players can attack each other
Clan-based ship battles or tournaments
Instanced duels or races between ships
Risk zones similar to the Wilderness for ship combat and loot
Islands where players can land and engage in combat with unique high-risk-high-reward loot

Nothing is confirmed, but the devs said the system was designed so they could add PvP without rebuilding everything from scratch.
