Go to the Market District in Paradis City
This is in the southern part of Paradis within Dawnshore.
Find the Arched Doorway and Plank
Look for Merylin, the merchant NPC, and stand opposite to where she is.
You should see an arched doorway leading to a balcony with a wooden plank (see image below).
Jump Into the Water
Walk up to the plank, jump down, and swim under the water.
Find the Lockbox
The Band of Transcendent Suffering is inside a locked box underwater.
Loot the box to collect your reward.
