During the Back in the Saddle quest, Klara will take Henry for a walk to gather herbs. After collecting the required plants, she will lead him to a secluded spot in the forest and ask him a riddle.
To successfully romance Klara, choose the correct answer:
"I think she's called Klara."
This will trigger the romance scene.
If you miss this opportunity, you will have another chance to romance Klara later in the game during The Finger of God quest.
