Calling has strict rules.
Use a phone at the parents house or apartment
Pick up the phone
Enter the number using the keyboard numpad
Ignore any dash in the number
Let the phone ring
Wait for the NPC to answer
Listen until he finishes talking
Do not hang up early
If you hang up early, the call does not register.
