There is no Sailing Achievement Diary in the game at this time, but we will update this page when one is presumably released. No regions include Sailing tasks, no new diary was added with the skill launch, and none of the new islands or oceans have diary tiers tied to them.

Since there is no diary, Sailing progress is not locked behind diary tasks. You can sail anywhere your level allows, unlock new oceans, complete sea charting, build ships, and do every activity without any diary step slowing you down.
