Where Eugene Usually Is
Eugene Buckley can be found in the Downtown area, most often:

Or walking the streets nearby during afternoon hours
If you check early in the morning, he’s probably off somewhere eating a sad breakfast burrito. Wait until midday before you go looking.
Things That Make It Harder
He doesn’t appear on the map. No icon, no name marker. You’ve got to spot him manually.
He has no house. You can’t visit him. You just have to catch him while he’s out and about.
He might get stuck. If pathing bugs out, Eugene might vanish entirely. If that happens:
Save your game
Exit to main menu
Load back in (ideally after sleeping to the next day)
This resets most NPCs and usually gets him moving again.
