You can open the hatch for a clearer view using the wall button nearby. Aim at the large creature blocking the bay.

How To Fire The Cannon At The Secondary Target
There is a hidden secondary target for an extra achievement.
Load a missile as usual, then aim the cannon back toward the concrete building built into the cliff where the control room is located.
