Turning a small rural settlement into a town in Europa Universalis 5 gives you more people, better control, and more room for buildings. The menu for it is hidden, so most players scroll right past it the first time.

How to Build a Town in EU5

To make a town, open the Location view of the province you want to upgrade. In the top left corner, right next to the shield, there’s a small star icon. Click that to open the settlement rank menu, then choose Upgrade to Town.

  • Select Upgrade to Town and confirm

Town Upgrade Requirements
