The Museum Drill becomes available later in the campaign as you progress through different museums.
It is most likely unlocked in one of the space-themed museums, so keep playing through the campaign to gain access.
Once unlocked, you can craft the drill in the Workshop.
How to Use the Museum Drill
The Museum Drill is required for some expeditions to break through obstacles and uncover artifacts.
When selecting an expedition, check if the drill icon appears in the requirements list.
If needed, equip the drill before sending your staff out to avoid expedition failures.
Keep progressing through the campaign, and you'll unlock the drill naturally as you advance.
