How to Get Migrants
1. Equip the Lantern Memento
By equipping the Lantern Memento, you can get a new Migrant every time you successfully conduct an Espionage mission. Unlock this by leveling up Harriet Tubman.
2. Narrative Events
Certain narrative events in the game will give you Migrants as part of their rewards. Keep an eye on these events for extra opportunities.
