How to Get Migrants
1. Equip the Lantern Memento
By equipping the Lantern Memento, you can get a new Migrant every time you successfully conduct an Espionage mission. Unlock this by leveling up Harriet Tubman.
2. Narrative Events
Certain narrative events in the game will give you Migrants as part of their rewards. Keep an eye on these events for extra opportunities.
3. Crisis Policies
Some Crisis Policies, like Miasma, can grant you Migrants. These become available at the end of each Age, so make sure you choose the right ones when they appear.
4. Build the Statue of Liberty
In the Modern Age, the Statue of Liberty Wonder (only available to the American civilization) spawns Migrants. Unlock this Wonder by advancing through the American Civics tree.
5. Interact with Discoveries

3. Boost Your Population
The Migrants will instantly boost your population and turn the tile they occupy into a rural district. If you choose a tile with resources, you’ll also gain those resources, making the move even more beneficial.
