How to Spawn Treasure Fleets in Civilization 7 | Civ 7 Guide and Walkthrough

Treasure Fleets in Civilization 7 are your golden ticket to stacking up wealth in the Exploration Age. If you’re aiming for an Economic Victory, you’ll need these fleets to haul valuable Treasure Resources from Distant Lands back to your settlements.

The process may sound complicated—oceans, trade routes, fishing quays—but once you get the hang of it, your coffers will be overflowing. Here’s exactly how to get your Treasure Fleets up and running.

Step 1: Unlock the Ability to Cross Oceans

Before you can send your ships off on treasure-hunting adventures, you need better ships and the ability to cross deep ocean tiles without sinking like a rock. To do this, research:

  • Cartography

  • Shipbuilding Technology (which requires Heraldry and Feudalism)

Technically, you can try to reach Distant Lands before finishing these techs, but your ships might get lost at sea. If you enjoy gambling with your navy, go ahead—but don’t be surprised when half your fleet disappears into the abyss.

Step 2: Find Distant Lands

Once your ships are seaworthy, start sailing east or west until you hit new territory. This is where the Continents Lens comes in handy:

  1. Click the Lens Button above the mini-map.

  2. Select "Continent" to see if the land you’ve found is classified as a Distant Land.

  3. If the legend says "Treasure Resources available," congratulations—you’re in the right place.

Not all new land counts as Distant Land, so check carefully before getting too excited.

Step 3: Locate Treasure Resources

Treasure Fleets require resources that can only be found in Distant Lands. These are:

  • Tea

  • Sugar

  • Cocoa

  • Spices

  • Silver

  • Gold

To verify if a resource qualifies, hover over it. If it says "Creates Treasure Fleets when connected to a coastal settlement," then you’ve struck gold—sometimes literally.

Step 4: Establish a Settlement and Build a Fishing Quay

Now that you’ve found Treasure Resources, it’s time to set up shop:

  1. Build a settlement near the Treasure Resources. Make sure it has access to coastal tiles.

  2. If necessary, use population growth events to expand your settlement’s control over the resource tiles.

  3. Construct a Fishing Quay on one of the coastal tiles—this is required to spawn Treasure Fleets.

Without a Fishing Quay, your settlers will just sit there, staring at the water, wondering why nothing is happening.

Step 5: Treasure Fleets Will Spawn Automatically

Once everything is in place, Treasure Fleets will start spawning automatically from your new settlement. Keep an eye out for new ships appearing in the harbor.

To actually make use of them:

  1. Direct the Treasure Fleet back to one of your original settlements.

  2. When the ship arrives, click on it and select "Unload Cargo."

  3. You’ll receive gold and Treasure Fleet points, which count toward the Economic Legacy Path.

The more Treasure Resources you control, the faster your fleets spawn.

Step 6: Monitor Your Treasure Fleet Progress

To track your treasure-hauling empire:

  • Open the Resource Allocation Menu to see your Treasure Resources and how many points they’re generating.

  • Each Treasure Resource Tile adds +1 Treasure Fleet point when connected to a settlement.

  • The text below each resource icon tells you how many turns until the next Treasure Fleet spawns.

If you’ve set everything up correctly, gold will start flowing into your treasury, and your Economic Victory will be within reach.

Treasure Fleets take some effort to set up, but once they’re running, they’re one of the best ways to fuel your empire’s economy. Find Treasure Resources, establish trade routes, and keep the fleets moving.
