Dying in Halloween The Game does not necessarily mean you are finished for the entire match. Civilians can potentially return in one of two ways: as a Police Officer through the spectator respawn-card system, or as Sam Loomis once the Reinforcements event and CB Radio become available. Neither is a simple automatic respawn timer, which is why it can feel inconsistent when one dead player suddenly gets back into the match and another stays stuck spectating.

You cannot simply press a respawn button after Michael kills you. Once you are spectating, you need to qualify for one of the game's reinforcement systems.
The two known ways back into a match are respawning as a Police Officer after earning a Police Respawn card, or returning as Sam Loomis after the Reinforcements event becomes available and another player successfully calls him through a CB Radio.
The Police system is the one you can actively work toward while spectating. Loomis is more dependent on the state of the match, the Reinforcements timer, and another living player completing the call.
If I die early, I would immediately start participating in the spectator prompts rather than just watching the match. Even though the Police card is random, those interactions at least give you a way of working toward another life instead of waiting on Loomis alone.
How to Respawn as a Police Officer
After dying, stay in spectator mode and help the player you are currently watching by completing the spectator prompt mini-games that appear.
Successfully participating in those prompts gives you a chance to roll a Police Respawn card. If you get the required card, you can return to the match as a Police Officer.
This is not guaranteed every time you complete a spectator interaction. Players have reported the Police Respawn card being fairly rare, which explains why you might see another dead teammate come back while you remain a spectator despite doing similar things.
Community reports also indicate that it is possible to respawn as a cop more than once during the same match, assuming you continue meeting the requirements and get the necessary respawn opportunity again.
How to Get a Police Respawn Card
The Police Respawn card comes from the spectator mini-game system rather than from an item you find while you are alive.
Once dead, spectate another player and watch for prompt-based skill interactions. Helping with these gives you a chance of receiving the Police Officer respawn option.
The key word here is chance. Completing a mini-game does not mean the next reward will automatically be a Police Respawn card, so there may be matches where you remain dead even after participating several times.
I would keep doing the prompts whenever possible instead of waiting for some hidden timer to expire. Based on how the system currently works, the mini-games are the actionable part of getting a Police respawn; simply being dead for a certain length of time is not enough by itself.
How to Respawn as Sam Loomis
Sam Loomis uses a separate reinforcement system.
During the match, watch the top of the screen for the Reinforcements countdown. Once it reaches zero, the display changes to Reinforcements Available and a CB Radio Activated message appears.
A living Civilian then needs to find the CB Radio on the map and use it to call Loomis.
The documented behavior is that the first player who died returns immediately as Loomis once that call succeeds. If nobody has died yet when Loomis is called, the first player who dies afterward becomes Loomis instead.
Loomis also comes back prepared to fight. He spawns with a gun and 12 bullets, although map markers are reset when you return.
There are conflicting community reports about whether someone who already escaped can be selected as Loomis. One player report claims an escaped or dead player can be chosen, while a published gameplay guide states that players who successfully escaped do not respawn. Until that behavior is clearer, I would treat dying before the Loomis call as the reliable way to remain eligible rather than intentionally escaping and expecting another life afterward.
How the Reinforcements Timer Works
The Reinforcements countdown is not itself a respawn timer.
When it reaches zero, it means the Loomis event can now be activated. Someone still alive must actually locate and use the CB Radio before the respawn happens.
That distinction matters because you can be sitting in spectator mode with Reinforcements Available on-screen and still not come back. Until a teammate makes the radio call, Loomis has not actually entered the match.

Why Can't I Respawn?
There are several normal reasons you may remain stuck spectating.
For a Police Officer respawn, you may simply not have rolled the Police Respawn card yet. The spectator prompts only give you a chance at getting it.
For Loomis, the Reinforcements timer may not have finished, the CB Radio may not have been activated by a living player, or another dead player may be ahead of you in the respawn order.
There have also been player reports of the respawn system bugging out. Some players say they received the appropriate badge or card but remained trapped in spectator mode, while others have reported camera problems after the game attempted to bring them back.
Because of that, I would distinguish between not qualifying for a respawn and clearly qualifying but having nothing happen. If you never rolled the Police card or Loomis was never called, remaining dead is expected. If the game visibly awards the respawn state and still leaves you spectating, that looks much more like a bug than a mechanic you have missed.
The simplest rule is: after dying, keep completing spectator prompts for a chance at a Police Officer respawn, and watch the Reinforcements status for a potential Loomis return. Neither route guarantees that every dead player gets another life, but staying active while spectating gives you the best chance of getting back into the match.
