The Sheet Location: In the Bedroom After You Kill Bob
The Sheet in Halloween The Game can be found in the bedroom during Chapter 4 after you have taken down Bob. Once Bob is dealt with, head to the bedroom and use the Sheet before moving on to Lynda.

Purpose: Wear it before killing Lynda with the telephone
This is why I would not waste time searching every room for it earlier in the chapter. The important trigger is progressing far enough through the Bob portion of the sequence first.
How to Get the Sheet in Chapter 4
Progress Chapter 4 until you reach the sequence involving Bob and Lynda. After taking down Bob, go into the bedroom, where the Sheet can be found.
The chapter is recreating several moments from the original 1978 Halloween, and the Sheet is part of that larger sequence rather than a random collectible or normal multiplayer item.
Bob is also involved in a separate challenge that asks you to pin him to the kitchen wall, so it makes sense to finish what you need with him before heading for the Sheet and continuing toward Lynda.

Wear the Sheet Before Killing Lynda With the Telephone
Finding the Sheet is only half of the challenge. You need to wear it before taking down Lynda with the telephone.
The required order is important: deal with Bob, get the Sheet from the bedroom, wear it, and then use the telephone to kill Lynda.
If you kill Lynda first or continue the encounter without putting the Sheet on, you will miss the specific challenge condition even though you may still be able to progress the chapter normally.
I would therefore treat putting on the Sheet as the checkpoint before you interact with Lynda rather than something to worry about afterward.
The Sheet Is Also Part of the Chapter 4 Movie Recreation Challenge
The Sheet appears again in Chapter 4's final challenge, which asks you to recreate a sequence of scenes from the original movie.
That sequence has you enter the Wallace House, strangle Annie, Stalk Bob and Lynda, pin Bob to the kitchen wall, put on the Sheet, and then kill Lynda using the telephone. Afterward, the bodies are staged in the bedroom before Laurie discovers them, and Michael eventually fully Stalks Laurie.
This gives the Sheet a very specific purpose in the story. It is not equipment you are picking up because it makes Michael stronger; it exists to complete the Chapter 4 recreation and associated challenge.

Why You May Not See the Sheet Yet
If you are looking through the bedroom and cannot find the Sheet, the first thing I would check is whether you have already taken down Bob.
The walkthrough specifically places the Sheet in the bedroom after Bob has been dealt with, so searching for it before reaching that part of the sequence may be the reason you are coming up empty.
I would also make sure you are in the correct point of Chapter 4 rather than treating the Sheet like a general Haddonfield item. The source only identifies it as part of this story sequence.
Once Bob is down, return to the bedroom, get the Sheet, and make sure Michael is wearing it before dealing with Lynda using the telephone.
