Marcus Navarro is my pick for the best Civilian in Halloween The Game right now. Laurie Strode is the safer all-around choice, but Marcus has something I value even more in actual matches: he directly helps you make progress. His 10 Resourcefulness, repair utility, locked-door access, and last-player bonuses give him ways to move a match forward without needing Michael, followers, or a specific status effect to cooperate.

I ranked the eight starting Civilians differently here than a normal tier list. Instead of asking who has the flashiest traits, I weighted four things: how consistently the kit matters, how much it helps complete actual objectives, how well the Civilian functions without teammates, and how much value they add when the match starts going wrong.

The scores are intentionally close. None of these Civilians are unusable, and several lower-ranked characters become excellent when you deliberately build around what they do. The difference is how often I expect their advantages to matter without needing the match to develop in a very specific way.

How I Ranked the Best Civilians

I care most about objective pressure. Halloween The Game gives Civilians multiple ways to win and escape, so a character who helps repair, navigate, access areas, survive alone, or create openings has value even during a relatively quiet match.

Consistency comes next. A bonus that works whenever you need it is worth more to me than a stronger bonus that only activates while terrified, intoxicated, high, surrounded by followers, or already fighting Michael.

I also give extra credit for self-sufficiency. Public matches do not always give you three teammates following the same plan, so Civilians who can still function when everyone scatters naturally move up my ranking.

Finally, I consider team utility. Support absolutely matters, but I value support most when it also helps the Civilian remain productive independently.

Marcus Navarro Is My Best Civilian Overall

Marcus has 7 Capability, 5 Athleticism, 4 Personality, and a massive 10 Resourcefulness. The stat spread is not as clean as Laurie's, but his traits are extremely easy to translate into actual progress.

Repair Expert helps you get more value from Repair Packs, while Trespasser gives Marcus extra access around locked doors. Both abilities solve problems you are likely to encounter while actively working toward an escape.

That matters because several Halloween The Game escape routes require you to find components, repair equipment, and move around Haddonfield efficiently. Marcus's kit fits naturally into that objective loop rather than waiting for combat to happen.

Lone Wolf is what pushes him slightly ahead of Laurie for me. When Marcus becomes the last Civilian standing, he gets a major boost. That is obviously not the situation you want, but it turns one of the worst possible match states into one where his kit becomes stronger instead of less relevant.

My biggest criticism is the 4 Personality. Marcus is not the character I would choose to build an entire resident-heavy strategy around. But if the question is simply which Civilian gives me the most control over whether I personally make progress, I take Marcus.

Laurie Strode Is Still the Best All-Rounder

If Marcus is the best objective pick, Laurie is the easiest recommendation for almost everyone else.

Her 8 Capability, 6 Athleticism, 9 Personality, and 7 Resourcefulness give her by far one of the cleanest stat profiles. There is no glaring hole forcing you to avoid an entire part of the game.

Spatial Awareness gives Laurie information about escape opportunities while she is calm, which is useful because map knowledge directly affects how quickly you can turn a good item find into a real escape attempt.

Knockout also extends how long Michael stays incapacitated when Laurie helps bring him down. That extra downtime is not just a combat benefit. Every additional second Michael spends out of action is time your team can use to repair something, make a call, move residents, heal, or finish opening an exit.

I would recommend Laurie over Marcus to a brand-new player because she is harder to misuse. Marcus has the slightly higher ceiling for the way I value objectives, while Laurie asks much less from you to be useful.

Rachel Calahan Is the Best Civilian for Countering Michael

Rachel moves all the way up to third in my ranking because I think her anti-Michael utility is more valuable than a generic support bonus once players become comfortable with the basic escape loop.

She has 7 Capability and 8 Resourcefulness, so her base stats are already strong in two useful areas. Her 2 Personality is the obvious sacrifice.

Full Moon increases the damage dealt to Michael's Bloodthirst by 40 percent when Civilians damage or down him. Aura of Awareness increases Rachel's personal Shape Jump prevention radius, and Sixth Sense helps warn her about Michael's breathing while he is using Shape Jump.

That is an unusually focused kit. Rachel does not simply become a little better at surviving Michael; several of her tools directly interfere with what he is trying to do.

She would be even higher if her Personality were not so poor. You lose flexibility around residents and social interactions, but in a coordinated group where someone else handles that side of the match, Rachel becomes much more attractive.

Jennifer, Alexis, Richard, Tanya, and Eric Are More Specialized

Jennifer Aarons lands fourth for me because 9 Athleticism is immediately useful and her traits support a straightforward survival plan. Ghost makes Stalk degrade faster, Dreamer makes residents she successfully interacts with harder to Stalk, and Survival Rage gives her extra melee damage while terrified.

She does not create objective progress as directly as Marcus, but mobility and reduced Stalk pressure are useful in almost any match. I would especially consider Jennifer if you keep getting caught before you can finish whatever escape route you are working on.

Alexis Prucess comes fifth despite having arguably one of the strongest support identities. Her 10 Personality and Popular trait can make followers dramatically harder to kill, with followers taking 90 percent less damage, gaining less Fear, and becoming more aggressive while protecting her.

Savior Stimulant rewards successful resident escapes, while Smooth Talker helps with dispatch calls. The drawback is her 2 Capability and the fact that much of her value assumes you are deliberately interacting with residents and followers. When that strategy comes together she can outperform this ranking, but it is not how every match plays out.

Richard Hawthorne is sixth largely because I like his raw stats more than the consistency of his traits. He has 6 Capability, 7 Athleticism, and 9 Personality, giving him an excellent base before his conditional bonuses even enter the equation.

Hyper Focused can provide major information while Richard is high, while Affluent Partner can increase melee damage by 40 percent when he is both intoxicated and high. That ceiling is impressive, but requiring specific states makes his strongest effects harder to depend on than the kits above him.

Tanya Harrison comes seventh. Her 10 Personality is excellent and Guardian Shadow reduces damage taken by followers by 10 percent. Hi-Fi provides information about Michael around active noise makers, while Survival Skills lets her check nearby phone status.

There is useful information here, but Alexis gives me a clearer reason to pick a dedicated follower-focused Civilian. Tanya feels more like a collection of helpful support tools than a character whose strengths fundamentally change how I approach the match.

Eric Dunn finishes eighth, although his actual traits are better than the placement makes them sound. Hunter's Sense can locate faint noises and highlight nearby escapes, Fast Fingers improves ranged weapon and flashlight reload speed, and Brimstone Fuse improves his firecrackers.

The issue is his 3 Athleticism. I would rather have slightly less specialized equipment utility and more mobility when Michael actually reaches me. Eric makes more sense for an experienced player who knows where to position and how to get maximum value from equipment before the chase starts.

Which Civilian Should You Actually Pick?

Pick Marcus Navarro if you want to independently push objectives and give yourself the best chance of finishing a match even when your teammates fall apart.

Pick Laurie Strode if you want the safest character with no major weakness. She is still the Civilian I would suggest learning the game with first.

Pick Rachel Calahan if your group is comfortable fighting back and you specifically want tools that make Michael's life harder.

Pick Jennifer Aarons if staying alive and creating distance is your biggest problem. Pick Alexis if you enjoy managing followers and helping residents. Richard is the more experimental high-upside option, Tanya is a steady support pick, and Eric rewards players who know how to get value from equipment.

For my own matches, I would rotate mainly between Marcus, Laurie, and Rachel. Marcus gives me the strongest objective independence, Laurie is the most adaptable, and Rachel is the character I want once the team is coordinated enough to start actively punishing Michael instead of spending the whole match running from him.
