To complete the Totem of Rightful Rulership quest in Avowed, you need to gather all seven fragments of the Woedica God Totem, including the Totem Base. Here’s a simple guide to help you find the Scales of the Oathbinder Totem Base.
Location
The Totem Base is found at the Shrine to Woedica, located north of the The Rise party camp in Dawnshore, along the path to Watcher Runyd's House. See image below.
Steps to Get the Totem Base
Go North: From The Rise party camp, head north towards the Shrine to Woedica.
Talk to the Aedyran Soldier: At the shrine, you’ll find a soldier standing to the left. Speak to him, and he’ll ask you to take the Totem Base with you.
Take the Base: After speaking with the soldier, you can take the Totem Base and place it in your camp. You can carry it with you as you continue searching for the other fragments, but it won’t provide any passive bonuses until all the other pieces are gathered.
