Thread cannot be made at the start of the game, even if Fibre is already available. Fibre is only the raw material. The Spinning Wheel is the workstation that turns Fibre into Thread, which is why the material stays locked until the farm terminal step is finished.

The full path is simple once the order is clear. Reach Sunbeam Acres Farm, find the USB stick, passcode stick, and floppy disk, use the farm terminal, spend 1 voucher to download the Spinning Wheel recipe data, then return to the campervan and build the Spinning Wheel.
