I would still stop short of giving the feature an estimated release window. ProbablyMonsters is already working on post-launch fixes and additional content, but there hasn't been a specific public date attached to transmog. That last part hasn't been confirmed, so I wouldn't claim that purified equipment will automatically become transmog appearances once the feature arrives.
