Graveyard Keeper 2 Apple Tree Guide: Seedling & Orchardry
Apple Trees in Graveyard Keeper 2 have two separate progression gates that are easy to confuse. Unlocking Orchardry lets you build the tree, but you still need an Apple Tree Seedling, and Herm can show that seedling in his shop while refusing to sell it until you've progressed his quests far enough.

Unlock Orchardry, Then Get an Apple Tree Seedling
To grow an Apple Tree in Graveyard Keeper 2, you need to unlock the Orchardry technology and obtain 1 Apple Tree Seedling.
Once both requirements are met, the Apple Tree can be built in the Garden using that single seedling. The planted seedling then grows into the full Apple Tree.

Orchardry also unlocks the Orchard, so the technology is the farming-side requirement. It does not necessarily mean that every merchant selling seedlings is immediately ready to sell one to you.
Herm's Apple Tree Seedling Is Quest-Gated
If you can see an Apple Tree Seedling in Herm's inventory but it is greyed out, the problem is not Orchardry and it is not a missing trade bar.
Community reports indicate that merchant stock tiers in Graveyard Keeper 2 are tied to NPC quest progression. Completing more of Herm's quests raises your progression with him and eventually unlocks the higher-tier items in his shop.
This works differently from the first Graveyard Keeper, where it was natural to associate merchant tiers with repeatedly buying and selling goods.
I would not waste money trading random items with Herm hoping to push an invisible shop meter. If the Apple Tree Seedling is already visible but unavailable, I'd check his unfinished quests first.

Apple Trees Are Planted in the Garden
The Apple Tree itself belongs in the Garden rather than being placed freely around your property.
After unlocking Orchardry and obtaining a seedling, use the Garden's building options and place the Apple Tree there. The only listed construction material is the seedling itself.
That makes the merchant unlock the real bottleneck for many players. Once you actually have the seedling, there is no long construction-material checklist standing between you and the tree.
You Don't Have to Rely on Herm Forever
Players also report that another merchant becomes available later and can sell Apple Tree Seedlings.
The supplied community discussion does not identify that merchant, so I would not name one without better confirmation. It does mean Herm is not necessarily your only source for the entire game, though.
If you're still early enough that Herm is your available option, progressing his questline is the clearer route. If you've moved much further through the game and still haven't unlocked his stock, keep an eye on later merchants rather than assuming your save is stuck.
The Technology Unlock and Shop Unlock Are Separate
This is the part I think is easiest to misread because the game can show you pieces of the system before you are actually allowed to use all of them.
Orchardry answers one question: can you build an Apple Tree in the Garden?
Herm's progression answers another: can you currently buy the Apple Tree Seedling needed to build it?
You can therefore reach a point where Apple Trees are technologically available while the actual seedling in Herm's shop remains locked.
