Green Scrolls in Graveyard Keeper 2 are tied directly to rebuilding the Town and bringing more people into it. You earn them by restoring residential buildings, then spend them with Linda to increase citizen reputation and raise the maximum amount of Likes your Town can support.

Repair Houses in Town to Get Green Scrolls
Green Scrolls are earned by reclaiming areas of Town and repairing its residential buildings.
The buildings currently listed as Green Scroll sources are Repair Small House, Repair House, Repair Large House, and Repair Block projects. In other words, if you are looking for the green flyers requested for Town population progression, start rebuilding housing.

You do not craft Green Scrolls at the Writing Desk, and they are not something you buy from a normal merchant. They are a Town rebuilding reward.
I would treat residential repairs as their own progression track once you start needing Green Scrolls. If your immediate goal is raising the population or Likes ceiling, putting materials into houses directly advances that goal.
Houses and Shops Advance Different Parts of Town
Town construction has more than one reward track. Houses are the structures associated with Green Scroll production, while shops are tied to merchants and Town orders.
That means rebuilding any available structure is not necessarily equivalent. A new shop can be useful for trading and orders, but it is not the residential upgrade you need when your goal is farming Green Scrolls.

Need more merchants or Town orders: Build and restore shops
This also gives you a simple way to prioritize expensive Town materials. If Linda is waiting for Green Scrolls, spend toward housing first instead of spreading resources across unrelated commercial buildings.
Give Green Scrolls to Linda on the Lust Day
Green Scrolls are turned in to Linda at the Dockside Club in the Port. She accepts them on the calendar day marked with the Lust symbol.
Linda can take Green Scrolls in quantities of 1, 3, 5, or 10 to attract new people. The game uses its six-day symbol calendar, so follow the Lust symbol rather than trying to match it to a real-world weekday.

If Linda does not currently offer the Green Scroll interaction, check the calendar first. Simply carrying the scrolls to her on another day is not enough.
Linda Is Inside the Dockside Club
Linda is the hostess at the Dockside Club in the Port. You encounter her through Port progression, so players still working through the earlier Town and Port quests may need to continue that storyline before the Green Scroll turn-in becomes relevant.
Once her Town population interaction is available, you can stockpile Green Scrolls from house repairs and bring them over when the Lust day comes around instead of making a trip after every individual repair.
Green Scrolls Raise the Maximum Likes Limit
Giving Green Scrolls to Linda increases citizen reputation and raises your maximum Likes limit.
That maximum is separate from the number of Likes you currently have. Raising the cap gives you more room to accumulate Likes, but it does not automatically fill the new space.
Town orders remain one of the main ways to actually earn Likes after the cap has increased. This matters for Church progression because attendance is constrained by both Church quality and the Likes available to support that attendance.
So the progression loop is better thought of as two separate jobs: use Green Scrolls to increase how many Likes you can hold, then continue completing Town orders to actually build that total.

You Can Safely Stockpile Green Scrolls
Green Scrolls are quest items with a stack size of 999. They can be carried in a Universal Bag or Big Universal Bag, cannot be destroyed, and are not purchased by traders.
That makes stockpiling them straightforward. There is no reason to dump extras or try to sell them, and you can save several house-repair rewards for a later Linda visit.
For a quick route: repair Town houses, collect the Green Scroll rewards, wait for the Lust-symbol day, then take them to Linda at the Dockside Club. Use the larger Town-order system afterward to fill the higher Likes limit you just unlocked.
